The guide shows you how to get an "unlimited VPN", just like he said. It's extremely easy to do and I managed to set up mine in under 2 minutes. The provider is fairly large, and with his method, gives you a pretty good amount of bandwidth (30+ GB) every month, and comes with instructions on how to get more. I did some research though, and his method to getting more bandwidth can get you banned from their service, a long with all future accounts. There also is no guarntee that the method would work in the future, as the provider could stop it.

My first impression is:
The method is absolutely legal. I got 50GB bandwidth monthly.
This does not represent cheat, hack or any illegal operations. It is very easy, and there is not need special skills.
Also, I think that everyone can make more than one account without any problem
