In my own opinion, If Mr. President Rodrigo Duterte free or able the Drugs in the Philippines many users will use in the front of police station or maybe the police in the Philippines will use drugs and they think so either mentally ill, they will always thougt that their talking to an dangerous people so they easily get their gun and shoot him/her.
