Because it's a sockpuppet account. Let the man do his job and spam on every page of this thread so everyone new can see his message viewing the last page.
Usually people prefer Reddit to spam with alts, but since Waves Bitcointalk thread is more active than Reddit I guess it's their only resort to repeat one and the same thing again.
