when is the hard for supposed to be? a date?
There is an open competition to try and guess the date and time. For example, this guy is providing a guess roughly once a day, which is in line with the competition rules:

Several others have also submitted estimated date and time for the fork, expected at block 1,200,000 and then another at block 1,300,000
