Good question. I'd also ask are they(who act harmful to others) really believers? Aren't the believers should leave vengeance to God and only do good to others? I don't know, I thought every religion tells about that. I may be wrong of course, I'm not a religious scholar, but I've always thought that every religion encourages good deeds.
