Questions:
1. local poster is counted only in local section, or my English posts are also counted in?
2. 100 min char rule applied in local poster? Chinese is different from English, is much shorter than English, for example, 50 Chinese characters can mean 200 English words. So 100 min is also applied in Chinese?
