That was my first impression too!
The new terminologies remove any ambiguity with Securities language.
We could very well see ICN on Poloniex & Bittrex soon.
According to Coinbase's latest blog and based on this new Arrays terminology, ICONOMI Apptoken can certainly be classified as a non-security, so even GDAX will be looking at listing ICN now.
Everything seems inline with Coinbase Co-founder's take on Apptoken ICOs, so GDAX could be soon for ICN indeed:

This is great news for Poloniex & Bittrex.
Pretty sure they'll add ICN when ICONOMI platform is open to the public on December 28.
