As an argument that it is not I would like to remind about the US President Barack Obama. He is African American but highly educated. He's smarter than many white people. Now look at the white Trump and those who voted for him.
Obama was the worst president the Americans ever had. That tells a lot about his IQ. He was just a puppet, being controlled by powerful career politicians such as Hillary Clinton and Joe Biden. And add to that the fact that he is only 50% black. He was raised by his white grandparents, after his black father dumped him.
