If I am at 101, 75% of reward will contribute to the community fund and 25% to promised locked address. Other delegates also have their nice contribution plans. Not all 15M will enter into the market. Go to Lisk Forum and read delegate proposals. But it is sure that not all delegates at top 101 are promising. Some can dump their Lisk. But not all 15M.
