Privatize the services. Pay for what you want in your local subdivision, community, etc.. That is pretty much the way it works in the Philippines. I live in a gated subdivision with private guards. When I want to travel from Makati to the airport in 15 mins instead of 1.5 hours mired in traffic, I pay $1 to ride on the elevated toll road.
