Should I?
1. Setup easy difficulty / big reward
2. Build coin
3. Premine
4. Setup back the difficulty - for regular Blackcoin code
5. Build coin

I just heard that info from you for the first time. I want to know that what is the reason behind that no one will buy that coin in ICO and none of the exchange will accept that coin to list in the exchange?

He is talking nonesense. TPG was a premine and it was never a problem, as long as the Dev doesn't dump it will be fine. Also there already are premine coins on exchanges so don't listen to him.
