What i did for my company was to use my xapo card (which is ALREADY VISA and issued by mychoicecorporate) as the central wallet to fund all other (not bitcoins) VISA cards using their API calls.
Ahh! I see. Basically you can use your other VISA cards to avoid the limitations and at the same time get less fees..

1.- fund the central VISA card with bicoins (Bitcoin fundable)
2.- fund customers VISA cards with VISA Direct API calls (Not Bitcoin fundable)
