Since I become a witness, it was working fine, then I had a reboot and when I restart, I keep getting this message:

what does it mean? how to fix it? thanks.

were you producing blocks before the reboot?
the fastest way would be to delete the data folders and run again to begin fresh. there are two database folders, object_database and witness_data_folder something.
make sure to copy your config.ini in the witness_data folder and copy it back after running the node for the first time
Yes it was fine before reboot.
Still can't make it work, reinstalled everything, really weird...
