I never said that you accepted exchange/shared wallets. I said that Cloudbet, Polo, Fairlay, all spent unconfirmed inputs quite often as you'd be surprised at how many withdraws they process every 10 minutes. Most sites do this, and you are basically accusing them of all double spending by accusing the other person of double spending because they spent an unconfirmed input.control of this address. especially, you have not to use coinbase, xapo wallet.

No you can't. The bitcoin network is a P2P network and transactions/blocks are broadcast from nodes that have the information to nodes that don't. There will at least be at least a 1ms delay (unless you are PuraPuraBego and broadcast the transactions from your own node... 
)If they did in fact disappear, it could be because you said that he was going to double spend and take his funds, and he didn't want to lose funds that way.
