Thanks @AngusCanine for bringing this to my attention. I still don't know exactly why it wasn't allowing payouts to run but have fixed them by setting up my own mysql server vs using compose.io

I'm going to double check all the support related messages to make sure that this doesn't happen to someone else, could be a mail relay issue from all the debugging I had been doing.

I've moved the mining pool to a production server and hardened (aka secured everything) I appreciate any and all feedback the community has regarding the pool.

I will be setting up a 0.5% donor fee for the pool which will go towards the community bounty to help support this project

I'm still working on improving the stats calculations but everything is relative based on shares submitted so payouts will work as expected.
