Did you make clean install or did you copy your old config over the new version?
I did a clean install. I think what is happening is that the settings for sgminer is over-riding my fan settings for msi afterburner each time sgminer is run with which ever algorythm it set at that time which is much lower (set to 15%) than the setting i had in msi.
Does disabling AMD Temperature Control help?

"disable AMD Temperature Control" is not enabled, nor was it ever enable. I'm running MSI afterburner to control settings. I already know sgminer is overriding the settings. I've stated both of these in the post you quoted... that's the problem
sgminer is over riding the settings and making the fans spin at lower speeds. setting the launch parameters in nicehash miner doesn't fix the problem either.
