I think everything is explained well in that error message. I would try:
1. Run program as administrator
if that doesn't work:
2. Add program to antyvirus firewall
if that doesn't work:
3. Reinstall program into different folder (other than 'Program Files')
I'm not an expert but i have tried to run it as administrator at the first time i read it, must be something with antivirus will try to give it rights in firewall,
but he ask me when starting and i allowed it. Or maybe i simply change antivirus program, or disable security it for a one hour, i will see.
