so the value is all in the software/website. With 60 BTC i can get a professional team to develope a full fledged trading platform and then some.
In my own experience, spent about 50 BTC (and many months) getting a custom trading platform built, and it only took that long/costed that much due to complex work environment.
yes i would imagine it can be done with half that budget depending on the developers and how complex of a platform you are wanting to build
