Mmhh.... don´t forget the steakholders, they use the xem to support the network, test and use the wallet´s etc.  - .....I personally think, we should use 60 % of this XEM to invest in the future of nem - development, promotion(Fintech Exhibitions), etc. 
.... that´s the best way for all nembers ( including steakholders  ) !
