Yes there will be plenty of rounds, the 83% galaxiekyl is referring to concern blackbytes not distributed in the second round. Non-distributed blackbytes will indeed go to a development fund.

i read somewhere 4 rounds..no more.

dev said: "We'll have as many rounds as is necessary until all bytes are distributed, the rounds will be spaced 1 to 2 months." so all bytes ans b-bytes will be dispatch.
