there is any site that evaluates the good intentions and reliability of ico ?

somehow yes. sites like cyber.fund, icolistings and icocountdown most of them ask for fees to list the ICO and for your ICO to be listed, you need to pay more than 3 btc. so even if you have the most scummy and suspicious ICO in the the entire world, you'd be listed.

somehow Chronobank has escrow. the only problem we get to check this time is when are they going to released their token and distribute to investors and bounty hunters. because even today some ICO that claims legit aren't sending their tokens to their investors such as DECENT, ARK and TOKES. are we able to consider them legit still?
