Scam is not only about getting paid or the number you win/lose but more about how the site works. Lets say there are some shills saying that they have been paid on a site but in fact the site is cheating you by changing your rolls, will you say it is a legit site?
About your withdrawal which is only $15, it is nothing for a scam site as they will always process small withdrawal because they can scam other big players who play bigger amounts.
