Why do you think the police can put together his band? The police is a gang. They are not drug dealers themselves but at the same time inform drug dealers about raids, and not delay them.The fight only small sellers.
Yes there are some police that connive with drug leaders that is why some raid operations are not successful. But, I believe there are still loyal and faithful police so I don't generalize. It is just sad to think that they need to do that because they are seeing that some government officials do they same.
It takes just one rogue officer (out of a team of 20 or 30 members) to leak out information prior to the raids. So until Duterte can weed out these corrupt policemen, most of the raids will not end in success.
