not only do I pay an officer's salary, I pay for him to give me a tickets and/or to take me to jail. Wicked! I always wanted to pay for someone to punish me.
When you pay for something it gets done properly.. 
Some way capitalism is a great system but some other way one can not manage privatization of necessities like energy or water.
