If you believe that tweet then you will believe that Bitcoin is a scam. Bitbay developer is someone suffering from lack reality check, he thinks his project is the best in the space and blame almost everyone for the stalling development the project is suffering. Just tell him to proof his story.
I don't care what bitbay dev says or thinks. What I do care is are there same people behind Qtum who ran with the bitbay ICO money and are well known scammers... This needs to be sorted out!
