it was way below the other week.  I think ICOB was less than 30 sat back then.  Anyway it is still a good time to take advantage of the gap in price.  But I would rather hold my ICOBID now than taking the chance


 
I guess if you read a few pages back you can see someone developing apps for  ICOB.  Price is that low because whales if there is any wanted to get ICOB as low as possible before they pump the price.
