Why shouldn´t it be? The whole idea is to make it mainstream, meaning that everyone will be able to use it, So, yeah, ordinary citizens can and should use bitcoin
You are right all people could able to use bitcoin as long does he have knowledge on how to use it since it just like a currency which need to gain and been used but as of now its not still considered worldwide and if the adoption would increase then all might be using it.
