Strictly speaking it was not an ICO as they were considered donations with no specific responsibilities taken up by the team. In practice yes it was an ICO.
Even so, from what I understand, the funds collected were not used for the project but scammed away by Lannister. So this will be the first ICO scam to actually deliver

I know well that Elastic devs made this project real for free. And it was not an ICO as most people here thinks because nothing was prommissed, except that those who donated will get their XEL tokens IF Elastic is created. That's one of the reasons why not all XELs were sold, it was a gamble you know, but those who believed will be rewarded. And BTC collected were not scammed, the wallet has multisignature and Lannister has no possibility to get them. Same thing with developers, they can't use collected funds, because they don't have Lannister's signature.
