He explains exactly what is meant.  Basically, if you purposely and maliciously try to double spend or attack the network, or other such things, your staked reward (once Casper is released) is penalized.  It's a PoS implementation which safeguards against a lot of the shortcomings of today's PoS implementations.  It helps protect the network and make it more secure than even PoW can (arguably).
