How i understand it, you send them to a old Account, that you have no access to!
Is the Account Addr. from your Actual Wallet?
is Your Wallet in SYNC?
Be very careful You are validating a scam, which will be reported on several Internet sites, can not be covered with one hand

How i understand you:
1. you buy DBIC in livecoin.
2. Then you send the DBIC to your personal Wallet with the Addr: DHq6bSkQYQ2DvTPNY56qjk2wBwEMF6h2H3
but your 49 DBIC are not in the Wallet!
the Blockexplorer say that in this Addr. are 49 DBIC:

so you found the folder appdata/roaming/DubaiCoin
stop your Wallet,
open the dubaicoin.conf and
change the addnode to this one:
addnode=144.76.71.141:22330
addnode=198.54.123.200:22330
addnode=188.230.177.121:22330
addnode=92.238.137.0:22330
addnode=213.140.64.134:22330
addnode=75.130.162.248:22330
save the conf file and start your Wallet, after a few minutes you will see the symbol left from Pending, when hover over it, there say you how many active Connections you have. in the pic you post you have a few connections!
I installed the Wallet ~ 30 min ago and have now 26 connections.
Don´t ask me how long need to sync, but depend on how big the Blockchain is can need a few hours to sync.
When you click in the Wallet on Help - Debug window, then open a new Window, there you found all infos, the Current number of Block is the Last downloaded and Estimated total is the last Block of the Chain, when both are the same number your Wallet is Sync, but how i say this need hours.
When you have in future problem with Connections search for Actual nodes!
I found for DubaiCoin the nodes on the BlockExplorer.
