Each user of bitcoin contribute to the controlling of the bitcoin. Whether the bitcoin is on hold within the wallet or used around for regular needs doesn't matter. I believe China at least have some controllability on bitcoin, because it is the country which has got large number of miners as well the first country to invest Billion's on fintech development.
