This claim is a relatively recent development.

All that really happened is that white people went and invaded America and several other places, committing horrible atrocities to millions of innocent black people, stealing their trade and giving them practically no way to develop.  Then when they shockingly didn't industrialise some white people continued to act as if they are stupid or incapable of doing anything.
