You need high liquidity and stacked order books.  Which there is none right now.  So its not a "pump"

pumps are generally behind the scene work of pump teams who slowly buy over the course of 2-3 months stacking the order books.  Developers are rarely in talks with a pump team, and generally have 0 idea.   Pump teams just pick a coin they can easily market.
