I think that if you truly believe he scammed people then you should find proof and refund them perhaps keep a % and give him back what he won.
You knew he is there all the time I'd say.

On the other hand he is most surely not very clean either but you need proof, seems just very convenient that now you do remember he done stuff.
I personally like to know people I don't trust so in the case things twist I know what to expect.
