@bdonlan, Regardless of what you have done in the past Doge Dice is not a judge nor a jury and have no say in what you do with your funds. On legal grounds you have the right to sue them for your property and at this amount it is a felony theft in most places.
@Doge Dice, your options legally are this. Have him withdraw his funds and then ban his account if you don't want him there, or unlock his funds and let him play.
I don't care what peoples opinions are, the basic fact of the matter is Doge Dice does not have any legal basis to steal his property or disburse his property how they see fit, I would sue the living fuck out of them if they did this to me.

You can't just steal someones property because you feel like it. Name the law your ToS are based on. I can name a dozen laws from multiple countries where this is illegal. It is called theft.
In the jurisdictions where we are located
- Costa Rica we are allowed to do this. This IS the law. There's nothing to discuss here, it's solid. And for your information currently there's no decision has been made. That's why this topic exists in the first place.

So any outside laws allow them to operate this way and not be touched by any foreign laws even U.S based ones because you are using their service which doesn't allow U.S customers access to using their site anyways and they know that is where most of the flackback from those players being their customers would come from being the largest amount of sues coming from in any country in the world.
Why else do you think most of these casinos run out of and license themselves there? To situate themselves on the shady line of the laws to protect themselves from just that reason. By being sued for laws they very well know they are breaking in any other part of the world.
Government payoffs to turn the other way when these casinos head quarter and operate out of their region of the world.
It is at a disadvantage to the players who actually believe in using these casinos who originate or even have anything to do with Costa rica.
Sad isn't it? But so very very true and they know very well this fact and just continue to know they are protected where they are.
