yes you can, go and take a job and work a little bit and you can make that much in 2 weeks up to 1 month depending on what kind of job to start! and that is for very low paying job!!!

but since you are posting this in trading discussion, i assume you mean trading job. and yes you can make that much but you need something, you can not do it with 0!
with your $20 you need a 400% profit which is a little bit hard but not impossible although you need to have been traded before. if you are a beginner then forget that target and start with smaller targets such as 5% profit.
