Why on earth someone would build a 7 slot PCI-E board which cannot run more than 3 at a time

did you ever see a full size rx 470 card what u can plug in straight to the PCIe 3.0 x1 slot on your motherboard ?
That mobo you mentioned have 3 x PCIe 3.0 x16 slots (support x16/x0/x4 or x8/x8/x4 modes) and 4 x PCIe 3.0 x1 slots
Those pci-e slots are not designed to run 7 vga cards at full speed , those slot are designed to accept few VGA card (3 x PCIe 3.0 x16 slots) , with single , sli or AMD CrossFire configuration , and another PCI Add-on Cards or Extension Cards (4 x PCIe 3.0 x1 slots)

The motherboard runs perfectly 6 gpus with the above sugestions! Thank you all for the comments!
