looked into the most public implementation project at the moment, BOScoin.
As written, the BOScoin white paper is nonsensical conjecture. The authors are hallucinating a requirement for a
procedural extension to a
declarative representation.
Wrt OWL and ontologies - fwiw, the blockchain is a directed acyclic graph (DAG) and in consequence, it maps straight into an RDF model. Unlike BOScoin, I can offer a proof-of-concept, see the DOACC ontology, developed from Melvin Carvalho's initial CCY ontology:

Stanford's FOSS ontology authoring app, Protege, then obtaining a copy and working through the basic ?how to create an ontology? tutorials will give you a +5 spell of immunity from BOScoin-style bloviation.
