I'm sure many cartels might be involved in scams such as dash. More details would be good here for that. We know that Dash is a ponzi scheme.
ETH is a bigger ponzi scheme which involved deep pocket bankers. I think Dash going to catch up with ETH soon, another wave of Dash pump going to push it over 1billion marketcap soon.
