I do not understand what mistake do account, why Papa Bear should be banned. 
Simpliest explanation is because of ban evasion. https://bitcointalk.org/index.php?topic=1702409.msg17231831#msg17231831You don't get banned for having an alt account. You get ban for not following the rules and thinking that you can not be caught that your other accounts are banned.
