Could someone fork Bitcoin-core and make the necessary changes so we can have a bitcoin-equihash-testnet?

Or maybe bitcoin-cuckoo-testnet? We need to evaluate the relative strengths/weaknesses of these two PoWs, I think, and decide on one of them.
