This is indeed a very high fee but we had to increase it because withdrawals often got stuck for some hours in the last weeks.
With this increased fee, which is also the max. network fee, traders can be sure that withdrawals are confirmed in less than an hour; even when transaction backlogs exist. (We currently use a txconfirmtarget of 3 blocks)
