If some kind of Government decides on building a Cryptocurrency then releases it to the public then the userbase will be multiple times bigger than Bitcoin

Any fiat (which is mostly digital nowadays) issued by any government is already a cryptocurrency in its own right. The major difference is that it is logically centralized (not physically since digital fiat is created in a decentralized way too). If they would want to create a decentralized fiat (i.e. which could be issued by anyone and not just banks), they will create a Bitcoin copycat (and this is a really huge assumption that they might ever want that in the first place). Regarding its user base exceeding that of Bitcoin, you obviously forget that Bitcoin is global while any government created decentralized cryptocurrency will be local by definition. In short, before claiming such or similar things make a few simple reality checks
