I use 16.12.1 with my 480s and followed this link to disable that sig-check: https://www.techpowerup.com/228536/amd-bios-signature-check-re-enabled-with-relive-locks-out-polaris-bios-modders

Of course this does require Windows 10 64 bit for it to work..
