It's been around 1 hour and still no confirmation email when trying to sign up at https://tec.ark.io/sign-up .  I re-sent verificiation email and checked my junk folder as well but still nothing.  Is it supposed to take more than 1 hour?

Yes. It ended 4 months ago...

Why would you sign-up to tec.ark.io ? ARKs have already been distributed to those that had accounts - if you sign-up with new account your balance will be 0 .
Well, I'm following exact directions on setting up my account (ArkClient) and so I can vote for delegates.  The instructions state to go to the site....

Yes, I read the instructions on how to vote but I don't think I'm at that step yet.  I opened ArkClient, clicked create account, and copied my 12-word password and other password.  Is that it to setup the account?  It says "This account has never interacted with the network. This is a cold wallet.".  Anything else I have to do before continuing on with voting for a delegate?

Yes, you need to buy ARK coins with Bitcoins Smiley Bittrex.com would be a great place to start.

Then transfer the ARK coins to your wallet address.

It says it a cold wallet because you have never sent anything out from there.
Already had ARK on Bittrex from before.  I didn't know setup was so simple, lol.

I just want to make sure one more time, other than having to trust the delegate to payout, is there any risk at all with the actual coins (eg. 30,000 ARK) I use to vote?  Does the delegate, or anyone but me for that matter, have any sort of access to the coins I decide to "share" with the delegate?  I'm planning on voting for 2 delegates and splitting my coins 50/50 with each (about 15,000 ARK coins each)...

you control your ARK tokens always 100% of the time.  Even if you vote for some other delegate, you can move your ark to any other wallet at any time and you never have to give up control of the coin.  This is a very important aspect of crypto, hold your own keys.  Be your own bank.
OK, so as long as I vote for a particular delegate, why does it matter whether I contribute 1,000 ARK or 20,000 ARK?  If no one has access to my coins then how are my coins benefitting / making a difference to the delegate?

because the more ark you are voting the delegate with the larger percentage of the distribution will be yours.

because voting creates a link between the two accounts that give it "vote weight" but not access to the coins.  it uses the wallet balance to do this, not the actual coins.

the person with enough vote weight to be in 51 position WILL forge ark, the person in 52nd spot with 1000 less ark vote weight than the guy in 51 will NOT forge.
