I like the simple design but I'm a bit skeptic about your plans as I don't think any relevant advertising company will accept such a new web and provide you with sufficient income to cover your promises to the users (unless you have a sufficient funds to cover first few hundred payouts than it could be OK)

The correct procedure is always: First to get traffic (build a name by offering interesting service so users will return) and after establishing look for advertisers to your audience, not vice versa.

No offense, the idea is good ( about sharing ad profits among users) but this should be applied by sites which already have some traffic and plenty users.
Anyway I wish you good luck.

P.S. Why did you put this in "Investor-based games" when no investment is required?  "Service Announcements" section suits much better.
