I have a small BTC transfer that got stuck and is still not confirmed. It's been 5 hours now.
Please advise what steps to take to get this confirmed or cancelled if necessary

over 40k unconfirmed transaction in the bitcoin network, coins.ph cant do anything. Its up to the miners to confirm your transaction but they are going to confirm the transactions which paid a larger miner's fee.

I've even used the ViaBTC Transaction Accelerator but the transaction still doesn't have a single confirmation.
there is an option for you to pay an extra for your transaction to get high priority, maybe try to update your coins.ph app coz i assume you are using the outdated version which don't have option to pay for the miners fee
