I'm trying to get bicoind running after I boot ubuntu 16.04 off a live cd.  The debug log says it failed to bind rpc to port 8332 of 127.0.0.1.  netstat shows that port is unused.  I tried as root and as user.  The loopback is up and pingable.

Does anyone have any ideas?
