I just heard about them yesterday and some are saying they are based out of France. So you would need some kind of bank account from there or in the EU to be able to withdraw those funds if you do use them to sell.
Yeah localbitcoins would be your best bet without having to fool around with submitting all you personal information just to be able to withdraw your bitcoin from your wallet with this exchanger.
