The Russian teenager was planning to commit a terrorist act in Oslo

The authorities should not be satisfied with just catching the culprit but must also find out what is the cause of that action that led that boy to plant bombs.
Stop referring to the terrorist as "Russian teenager". He wasn't planning to blow up people just because he was Russian. He was doing that becasue he was Muslim. You can re-phrase your wording as "Muslim teenager".
